Every entry was written from the vendor's own website — its product pages and its pricing page — read on September 3 and 4, 2026, and each one links to a longer comparison that lists the exact URLs used. Where a vendor documents a capability, it is described. Where a vendor's site is silent, this page says the site is silent rather than assuming the answer is no. No entry is based on a demo, a review site, or a competitor's characterisation.
What this list does not do is rank the nine from best to worst, because that ranking does not exist independently of your brokerage. A tool that is wrong for a two-person shop is the obvious answer for a hundred-person firm placing mid-market business. Each section below ends with the case where that tool is the better choice, including the several cases where it is not Planlined. Published pricing is not a proxy for quality — Plansight and ThreeFlow are serious platforms with real customers. It is a proxy for how the vendor expects to be bought. If you are a solo broker or a small team, the five unpublished-price tools are asking for a sales cycle before you learn whether you can afford them, and that is a real cost.
Planlined

Choose it when your quotes arrive as carrier-issued documents rather than from a shared rates database, you want to run a real case before paying, and you would rather not be billed per seat as the team grows. Choose something else when you need to generate quotes from a carrier rates database, place business directly with carriers, or run enrollment and benefits administration — Planlined does none of those, by design.

Choose it when you want a document-first workflow on a straightforward per-seat plan and your cases stay comfortably inside eight documents. Choose it when you are trying to collapse five to seven separate tools into one platform and the consolidation is worth more to you than best-in-class depth in any single one. That is a genuinely good reason, and if it describes you, BenSuite is a better answer than a specialist tool. Choose it when you are a mid-size or large brokerage or consultancy that expects a sales process, an implementation and a named contact, and wants a vendor with national-firm references. A "benefits placement system" — a shared workspace where brokers, carriers and general agencies quote, compare, negotiate and place fully insured medical, ancillary, voluntary and stop-loss business, with side-by-side comparisons and in-platform presentations. Carriers and general agencies pay the fee; no broker price is published.
Choose it when you place meaningful volume with carriers that participate on the platform. The economics are unusual and genuinely favourable to brokers, and no document-parsing tool replaces a placement marketplace. Choose something else when your carriers are not on it, or your work is building the comparison rather than placing the business. It is built by actuaries, and clients can be given access to explore scenarios themselves. Pricing is not published; it sits behind a "Get Instant Pricing" form requiring a business email address.
Choose it when the hard part of your work is modelling one plan deeply — rating, plan design, contribution strategy — rather than lining up several carriers side by side. How to choose
- Start with where your quotes come from. If they arrive as carrier-issued PDFs and spreadsheets, you want document-first parsing: Planlined, Plansight, PerfectQuote, QuoteMap, BenSuite or CopyCat AI. If you quote from a rates database, that is Zywave CPQ. If you place with participating carriers, that is ThreeFlow. These are three different categories that get listed together, and picking across them is the most common way this decision goes wrong.
- Then size the contract to the brokerage. Under about five people, a published price and a free first case matter more than feature depth, because a two-year term or a four-week onboarding is a real risk against an unproven fit. Above about twenty, per-seat pricing and procurement are normal and the unpublished-price vendors become reasonable to evaluate.
- Count the documents in one real renewal. Take your most complex recent case, count the quotes, SBCs, rate sheets and invoices, and check that number against any per-case document cap. This single check disqualifies more tools than any feature comparison.
- Decide whether you are buying one tool or a platform. Replacing a CRM, quoting, enrollment and commissions all at once is a different project with a different failure mode than adding one specialist tool to a stack that already works.
