Employee Navigator alternatives for quoting and proposals

Searches for an Employee Navigator alternative usually mean one of two different things, and it matters which. Employee Navigator is a benefits administration and enrollment platform — 195,000+ employers, 7,000+ brokers, onboarding, HR, ACA reporting and payroll integrations — and Planlined is not an alternative to that. Its quoting, though, comes from a marketplace integration with Zywave CPQ, which quotes from a rates database and exports to PowerPoint or Excel. If the step you want to replace is that one — turning the carrier quotes you were actually sent into a comparison, a contribution model and a proposal — then the five tools below are the alternatives, and all of them sit alongside whatever enrollment platform you keep.

Which step are you replacing?

Enrollment and administration is one product category; the proposal that wins the group is another. Employee Navigator, and Ease before it, live in the first. Ease itself is being retired into Employee Navigator — no new companies from January 1, 2027, read-only from July 1, 2027 — which is why many brokers are re-evaluating their stack now. If your question is where to enroll groups, the honest answer is that Employee Navigator is Ease's designated successor and this article will not help you choose a different one. Plansight reads carrier proposals in whatever format they arrive, normalizes them into side-by-side comparisons, builds presentations and offers unlimited scenario modeling. It is sold to mid-size and large brokerages through a sales process and does not publish pricing. It suits national firms that want an enterprise contract for the proposal step. How to choose

  • Keep enrollment where it is. Unless you are consolidating onto BenSuite, none of these replace Employee Navigator for enrollment. Choose the proposal tool on its own merits and let sold plans flow into ben-admin as they do today.
  • Where your quotes come from. If your book already runs through Zywave CPQ's rates database and you are happy with it, the integration is the path of least resistance. If your quotes arrive as carrier-issued PDFs and spreadsheets, a document-first tool matches the work.
  • How you want to buy. Planlined ($75 flat), QuoteMap (from $100 per seat) and BenSuite ($99 per agency user) publish prices and start self-serve. PerfectQuote publishes a price on a two-year term. Plansight is negotiated.
