Where do Plan Library records come from?
From the carrier quotes, SBCs and rate sheets you upload to cases. Extracted values are reviewed beside their source page before they become plans you reuse.
Can another system read the plan library?
Yes. The REST API covers the plan library alongside document parsing, case import and exports, and API access is available on Enterprise plans.
