How Brokers and Benefits Vendors Work Together
Brokers and benefits administration vendors work together by agreeing who prepares the recommendation, who approves it, who configures enrollment and who confirms carrier acceptance. A shared file is useful only when the receiving team knows which version was approved and what remains open.
Agree the responsibilities before renewal
The broker can coordinate quotes and explain plan and contribution choices. The employer approves the offer and supplies the employment and eligibility information. The benefits administration vendor configures and processes the agreed enrollment workflow within its contracted scope. The carrier or administrator confirms coverage and billing treatment. Put these assignments in writing rather than assuming a software connection transfers responsibility.
The Department of Labor’s group health plan fiduciary guide explains that hiring a service provider does not remove the need to select and monitor that provider. Its guidance supports documenting the work assigned and reviewing performance. The operational handoff below is an agency checklist, not a statement that every broker or vendor has the same legal duties.
Send an approved handoff packet
| Handoff | What to send | What to confirm |
|---|---|---|
| Plan selection | Approved carrier, plan identifiers, effective dates and source documents | Vendor configuration matches the approved offer |
| Contributions | Rules by coverage tier and payroll deduction calendar | Employer and payroll approve the configuration |
| Enrollment | Authorized eligibility records and documented changes | Transmission receipt and carrier acceptance |
| Billing | Current invoice, enrolled roster and rate confirmation | Exceptions assigned and corrections evidenced |
Include the version, approval date, sender, recipient and unresolved questions. A portal status that says submitted is different from evidence that the carrier accepted the enrollment. Ask the receiving team what confirmation it can provide and retain that record with the case.
Separate proposal approval from enrollment execution
A client presentation explains options. It is not an enrollment instruction by itself. Identify the final selected plans, contribution policy, eligible population and effective dates in the handoff. If the employer changes a decision, issue a revised packet and ask the vendor to confirm which earlier instruction it replaces.
Check benefits against the carrier documents. HealthCare.gov describes the SBC as a standardized coverage summary for comparing plans. Use that summary alongside the rate confirmation and the employer’s approved rules; it does not substitute for payroll setup or the carrier’s enrollment requirements.
Track exceptions with a responsible owner
Keep a queue for missing identifiers, disputed eligibility dates, unmapped tiers, rejected enrollments and billing discrepancies. For each exception, record the source, action requested, owner and next follow-up date. Close it with an acceptance record or a documented decision, rather than a verbal assumption that another team handled it.
Use the invoice reconciliation method when billing starts. A mismatch should return to the team that can verify its source. The case library page describes Planlined’s case workflow; the integrations page describes documented connections. Confirm the actual account setup and vendor scope before promising automated handoffs.
